At the launching ceremony of “Qingtong Program”, Guangming District Overseas Educated Personnel Association issued appointment certificates to the representatives of the service committee, and carried out the signing of Guangming District Overseas Educated Personnel Service Strategic Cooperation Agreement and the awarding ceremony of Guangming District Overseas Educated Personnel Employment and Entrepreneurship Practice Base. According to the introduction, Guangming District Overseas Educated Personnel Association specially set up service committee, under the five service groups, to provide policy interpretation, innovation and entrepreneurship, employment and docking, friendship, care and public welfare and other five aspects of services for the return of overseas students, so that returnees to come to Guangming will be able to feel the warmth of the “return - home” enthusiasm and warmth.

The first batch of “Guangming District Returned Overseas Educated Personnel Employment and Entrepreneurship Practice Base” awarding ceremony was held in Guangming.
